The Registry of Births, Deaths and Marriages Victoria (BDM) offers a tool to verify your identity online.

Digital proof of identity (DPOI) means you can order a certificate without having to attend in person or send in certified documents.

Who can access this service?

Not everyone is offered this service, to meet strict security requirements. It will be widened as we continue to develop and enhance it.

You may be offered DPOI if you meet both of these conditions:

  1. Your delivery address is in Australia, and
  2. There is enough data about you in third party databases that the system accesses for questions it will ask you.

What we need from you

At a minimum, you’ll need to provide details from two of the following documents:

  • Australian passport
  • International passport
  • Australian drivers licence
  • Medicare card

You do not need to get certified copies to verify your identity using DPOI.

How to verify your identity online

  1. Apply for your certificate online
  2. Make payment
  3. When prompted, choose to prove your identity online.

If you don't want to use digital proof of identity you can still prove your identity in other ways.

To complete the process, you will need to:

  • Agree to the terms and conditions, below.
  • Put in the details of some of your identity documents, listed above
  • Correctly answer some questions that only you should know the answers to. These will assist us to verify that you are the person you are claiming to be.

After completing the identity check

Once you have proved your identity we will assess your application. If all information is correct and complete, we will mail your certificate to you.

How it works

We are using the IDMatrix product from credit reporting agency Equifax (External link) to meet a high standard of fraud/identity protection assurance.

Equifax manages a range of databases, including Australia's largest credit reference bureau, in compliance with Privacy regulations.

BDM does not know the answers you provide and does not store this information anywhere. In compliance with federal Privacy legislation, it does keep information about the identity documents you provide and collects some data to detect fraudulent behaviour.

Equifax does not store the answers to the personal questions sourced from other databases or the answers entered by people verifying their identity.

Equifax is an authorised Gateway Service Provider to the Attorney General Department's Document Verification System. All Equifax's computer network, data storage and data processing services are located in Australia.

DPOI terms and conditions

By proceeding with DPOI, you consent to the Registry of Births, Deaths and Marriages (BDM) disclosing your personal information (name, residential address, and date of birth) to Equifax Group Limited ABN 26 124 306 958 (Equifax).

You also consent to Equifax providing an assessment of whether your personal information matches (in whole or part) to personal information contained in information files held by Equifax. This is done for the sole purpose of verifying your identity. None of the information you provide as part of ascertaining identity is stored or utilised by BDM or Equifax for any other purpose.

You additionally consent to Equifax contacting State Government or Commonwealth agencies and private sector organisations (database owners) electronically on your behalf, to verify personal information that you have provided to BDM in the process of this application. The relevant database owners will only be used where you provide additional document details for verification, for example details for your Driver's Licence or Medicare card.

You declare that to the best of your knowledge the information you have provided is true and correct at the date of your application. You understand that it is an offence to knowingly make a false or misleading representation in an application or document under the section 53 of the Births, Deaths and Marriages Act 1996.

Note: The confirmation of your identity using the credit reporting information will not be recorded as an enquiry on your consumer credit report with Equifax.
